Privacy notice
Last updated 21 October 2026
Cirqular is an early-stage decision-support prototype. This notice explains what information it handles, why, and your rights under the EU General Data Protection Regulation (GDPR) and Irish data protection law. In short: the residue information you enter stays in your own browser, the site collects no contact details, and we use no advertising or analytics trackers.
Who we are
Cirqular is operated by Louis O’Kelly in Dublin, Ireland. Louis O’Kelly is the controller for the personal data described here. Cirqular is not a registered company. Contact: okellylo@tcd.ie.
If you email us
The website has no contact form. If you email us (for example to discuss a pilot), we receive what you choose to send: usually your name, organisation, email address and message.
- Purpose: to reply to you and, if you wish, discuss a pilot.
- Legal basis: our legitimate interest in responding to enquiries, and taking steps at your request before any agreement (GDPR Article 6(1)(f) and 6(1)(b)).
- Where: emails arrive in the mailbox okellylo@tcd.ie, an account provided by Trinity College Dublin.
- Retention: we keep enquiry emails for up to 24 months after our last contact with you, unless we enter an agreement, in which case its terms apply. You can ask us to delete them sooner.
We do not use your details for marketing lists and do not sell or share them.
Information you enter into Cirqular
Residue details, costs, site information, answers and priority settings are kept in your browser’s local storage so your work survives a page reload. They are not sent to us and we cannot see them. This storage is used only to provide the feature you are using, which is why we don’t ask for consent to it. You can remove it at any time with Reset saved data, or by clearing your browser’s site data.
Spreadsheets (CSV, XLSX) and text files you choose to read are processed in your browser and are not uploaded.
Uploaded documents and AI
Reading PDFs and images needs a server. In this version Cirqular runs in a demonstration mode: it recognises only the fictional example document provided on the site, and no AI model is used. If you upload a PDF or image, it is sent to our website server for that request only, is not read by a model and is not stored.
Before any live AI reading is switched on, this notice will be updated to name the AI provider, explain what is sent to it and how long it is kept.
Please do not upload documents containing personal data. Cirqular does not need any.
Hosting and technical data
The site is hosted by Vercel. Pages are delivered through Vercel’s global network; our server functions run in its Dublin, Ireland region. Like any web host, Vercel processes technical information such as your IP address, browser type and the pages requested, to deliver the site and keep it secure. Our server also uses your IP address briefly, in memory, to limit how many document requests one connection can send; it is not stored. Cirqular itself sets no cookies and uses no analytics or advertising trackers.
Maps are drawn from boundary data served by Cirqular; no third-party map service is contacted. Distances are estimated in your browser.
Service providers and transfers
- Vercel Inc. (United States): website hosting; server functions in Dublin, Ireland.
Vercel may process data outside the European Economic Area, including in the United States. Where it does, transfers rely on safeguards recognised under the GDPR, such as the EU–US Data Privacy Framework or the European Commission’s Standard Contractual Clauses.
Your rights
You can ask to access, correct or delete your personal data, to restrict or object to its use, and to receive a copy of it. Email okellylo@tcd.ie; we will reply within one month.
You can also complain to the Data Protection Commission (dataprotection.ie).
Changes to this notice
We will update this notice when Cirqular’s data handling changes, and show the date at the top.
